Dear Sir:
I am in receipt of yours of June
22nd about Gilbert Stephenson who was received here January
28th 1921 for the crime of riot.
For your information will say
that the rules of the Board of Parole required that a man before eligible for a
hearing before them must have been in the first grade for six consecutive months
and as it takes a man six months to acquire the first grade it is equivalent to
saying he must be here at least on year. So with perfect conduct on Mr.
Stephenson’s part he will not be eligible for a hearing until February
next. I might say for your information that this man has made application for
pardon and same will be heard by the Board of Pardons at their next meeting. He
is well and getting on well here.
